EC Permanent Residence Permit for a Third-country National
General Description
On a general basis, a Third-country National can apply for a EC Permanent Residence permit after staying in Hungary legally and continuously for at lease five years.
The permanent residency status is the highest immigration status in Hungary, therefore, the immigration authority approves the permanent residence permit application as a result of a complex and decision-making with thorough consideration.
When can you apply for the EC Permanent Residence Permit?
If you have third-country nationality only.
If you do not enter Hungary with or you do not join to an EEA citizen to whom you are considered a family member.
If you have been living in Hungary for at least five years.
If during this five-year period, you did not leave the territory of Hungary for more than 300 days in total and/or six months per occasion.
Throughout this five-year period, you have been stayed in Hungary legally.
At the time of the EC Permanent Residence Permit application, you have a valid Hungarian residence permit.
Validity period
The EC Permanent Residence Permit is issued for an indefinite period of time.
Place of Application
The EC Permanent Residence Permit shall be applied online, at the Enter Hungary platform operated by the Immigration Office (official name: National Directorate-General for Aliens Policing).

Time period of decision-making
The immigration authority has 70 days to make the decision in the EC Permanent Residence Permit application.
Rights:
You will be entitled to stay in Hungary for an indefinite period of time.
The permission of your Hungarian stay is not connected to a specific reason anymore (e.g., work, family reunification or study).
You can be hired or change your job freely, without going through any immigration or working authorisation processes.
You can conclude an employment contract with a Hungarian company for an indefinite period of time.
you are entitled to have a Hungarian national ID card and a Hungarian address card.
You are entitled to apply for a Hungarian higher education program, sponsored by the Hungarian government.
If you move to another EC country with having an EC Permanent Residence Permit issued by the Hungarian authorities, you might be entitled to get stronger immigration status in this other EU country.
Obligations:
Inform the Immigration Office if your EC Permanent Residence Permit, Address Card, ID Card or Passport is stolen, lost or destroyed;
Report towards the Immigration Office if your EC Permanent Residence Permit, Address Card, ID Card or Passport that was believed to be lost (and this fact was reported to the Immigration Office) was finally found;
Obtain a new EC Permanent Residence Permit, Address Card, ID card or Passport if your previous one were stolen, lost, destroyed or became invalid.
Withdrawal conditions:
Leaving the EU for more than 12 months. The immigration authority withdraws the EC-PRP if its holder left the EU countries for more than 12 months in a row. If the EC-PRP was issued due to holding an EU Blue Card in Hungary, the EC-PRP holder can leave the EU for up to 24 subsequent months without the withdrawal of the EC-PRP.
Obtaining a permanent residency in another EU member state. The immigration authority withdraws the EC-PRP if its holder acquired a permanent residency status in another EU member state.
Leaving Hungary for more than six years. The immigration authority withdraws the EC-PRP if its holder left Hungary for more than six subsequent years.
Misleading the immigration authority. The N-PRP is withdrawn by the immigration authority if its holder provided false information, or he/she communicated untrue facts to the immigration authority in order to receive the N-PRP thereby.
If an EC-PRP was withdrawn due to the aforementioned first three reasons (leaving Hungary for more than 12 months, obtaining a permanent residency status in another EU country, or leaving Hungary for more than six years), the given person can apply for an EC-PRPR again without that general requirement that he/she would have to stay in Hungary or in the EU for five years before the EC-PRP application.
