From August 14, 2025, new regulations modify the requirements for the Hungarian cultural knowledge exam for third-country nationals applying for National/EU Residence Cards.

From August 14, 2025, new regulations modify the requirements for the Hungarian cultural knowledge exam for third-country nationals applying for National/EU Residence Cards.



Who is now exempt? Under the amended law, the following individuals are no longer required to take the cultural knowledge test:

• Applicants who have already passed the exam as part of another immigration-related procedure.

Children under the age of 14.

• Applicants placed under legal guardianship by a final court decision.



These changes aim to reduce unnecessary administrative steps—especially for minors and individuals under guardianship.



Legislative update: The exemptions and the unlimited validity rule have been added to Section 80 of the implementing regulation (Btávhr.) and apply not only to new applications but also to ongoing cases.



When does this change take effect? The amendments take effect the day after publication (therefore from 14th August) and are immediately applicable to all relevant immigration procedures.
